About the University of Rwanda

A public college institution with multiple campuses, the University of Rwanda is located in Kigali, Rwanda. The University of Rwanda, the country’s largest educational institution, was created in 2013 by the amalgamation of many formerly separate educational institutions. The Higher Education Council, a body created by the Rwandan government, has selected the University of Rwanda as the best institution in the entire nation.

The University of Rwanda currently consists of 6 autonomous colleges that operate across 8 campuses. Several centers are housed at the university, including four African Centers of Excellence created by the World Bank. The institution had 24,084 students enrolled for the 2011–12 academic year, with 8% of them pursuing postgraduate degrees.

Professor Paul Davenport, who is currently the chair of the university’s board of governors and is a member of Paul Kagame’s Presidential Advisory Council, started the first work to establish the institution. A statute that revoked the laws establishing the National University of Rwanda and the other of the nation’s public higher education institutions in September 2013 and established the University of Rwanda in their place gave rise to the UR.

Education officials stated that they “hoped that the university will improve the quality of education and effectively respond to current national and global needs” at the time it was founded. The institution will start offering a master’s degree in Kinyarwanda, it was announced in February 2019.

The University of Rwanda’s Chancellor is chosen by presidential proclamation. The Chancellor presides over graduation ceremonies, inaugurates the UR academic year, and bestows various honors. Patricia Campbell, the university’s top administrative officer, is the current chancellor. Mike O’Neal, the previous president of Oklahoma Christian University, was replaced in the position by Campbell.

The University’s governing and decision-making body is the Board of Governors. The President appoints members of the University of Rochester’s Board of Governors, including the Chairperson and Deputy Chairperson, based on their qualifications. 

In addition to individuals selected by a Presidential Order, the Board of Governors also includes individuals who serve in leadership roles at UR as well as individuals who speak for the university’s faculty, staff, and students. The percentage of female members of the Board of Governors must be at least 30%. The UR Board’s first chair is Paul Davenport.

The top body in charge of academic matters, research, and instruction at UR is the Academic Senate. The following individuals make up the University of Rwanda’s Academic Senate: The Vice-Chancellor, Deputy Vice-Chancellors, Principals of Colleges, a Dean from each College elected by the Deans of that College, the University Registrar, academic staff members elected by peers from each College, and students elected by peers from each College.

The Vice-Chancellor, the Deputy Vice-Chancellor in charge of Academic Affairs and Research, the Deputy Vice-Chancellor in charge of Strategic Planning and Administration, and the Deputy Vice-Chancellor in charge of Finance make up the senior management of the University of Rwanda. Dr. Didas Muganga Kayihura has served as the university’s vice-chancellor since July 2022, succeeding Prof. Alexandre Lyambabaje. Professor James McWha, a botanist from Northern Ireland, and Phillip Cotton are other previous vice-chancellors. Six of the university’s constituent colleges, spread across nine campuses, provide residential programs.

Over 25,000 students were enrolled at the University for the 2020–21 academic year. By 2021, the University of Rwanda will grant 130 undergraduate degrees and diplomas through its component colleges. The university also provides postgraduate studies, including PhDs, in 70 different fields. The majority of UR students—99.4%—are from Rwanda. It has 816 support and administrative staff members and 1,450 academic employees. Four African Centers of Excellence have been located at the University of Rwanda thanks to a collaboration with the World Bank and the Inter-university Council of East Africa.
