The state, led by His Excellency Governor Bukar Abba Ibrahim, decided to build the Bukar Abba Ibrahim University and appointed Professor Muhammad Nur Alkali as Head of the planning committee right away. In January 2007, the group began preparing for the launch of the university.

The National Universities Commission (NUC) created and approved the academic brief, the law, and the master plan for the university. The university is planned for over 25 years and includes information about its vision, mission, philosophy, and objectives, as well as its administrative structure and research policy.
